The first national training for capacity building of organizations in providing post penal support to ex-juvenile offenders from Correctional Home for Juveniles Krusevac was held on 1 and 2 July 2019 in the premises of Solaris Resorts, Cerska 10, Vrnjacka Banja.
The training was organized by the Youth Council Krusevac within the project ,,Support to juvenile offenders to reintegrate into society and labor market’’ funded by the European Union and co-funded by the Government of the Republic of Serbia. This activity is part of the project “European Union Support to Active Youth Inclusion”, total value of which is EUR 4.7 million, financed by the EU (IPA 2014) and co-funded by the Government of the Republic of Serbia. Project is managed by the Ministry of Finance, Department for Contracting and Financing of EU Funded Programmes (CFCU), while the main project institutional beneficiaries are the Ministry of Labor, Employment, Veteran and Social Affairs and Ministry of Youth and Sports.
Main purpose of the training was to build capacities of NGOs and institutions working with ex juvenile offenders from Correctional Home for juveniles in Krusevac for providing post penal support through education about the juvenile offenders, legal aspects and exchange of experience. Participants in the training were representatives of of non-governmental organizations from Krusevac, Belgrade and Novi Sad, as well as representatives of the National Employment Service -branch office in Krusevac. Coaches, Ivan Mijailović, Head of the Department for Supervision at the Administration for the Enforcement of Penal Sanctions – The Ministry of Justice of the Republic of Serbia and Radmila Zečević, Head of the Treatment Service at the Correctional Home for Juveniles Kruševac, presented their experiences in dealing with juvenile offenders and through practical examples, group work and discussion, participants were trained to work with this target group. The following topics were covered during the training: Legislation related to juvenile perpetrators of criminal offenses, organization of the work of the Correctional Home for Juveniles, organization of the treatment service and importance in the implementation of the treatment, point system, admission department, educational work with the juvenile offenders, cooperation with other services in and outside of the Correctional Home for Juveniles and preparation for termination of the penal measure. The next training is planned for 29 and 30 July 2019.
The “European Union Support to Active Youth Inclusion” project, total value of which is EUR 4.7 million, financed by the EU (IPA 2014) and co-funded by the Government of the Republic of Serbia, aims to ensure greater social inclusion of youth population in Serbia by increasing of employment, youth activity, work experience and entrepreneurship practice among youth population. Through the project the EU and Government of Serbia has granted 24 grants, which will be implemented in more than 35 cities and municipalities in Serbia by the end of 2021. The projects implemented by the national and provincial social welfare institutions, municipalities and cities, citizens associations, foundations and educational institutions will increase the scope and quality of services at the local level in education and employment, innovative practice, active inclusion mechanisms and models and thereby strengthen the social inclusion of youth. The impact and tangible outcomes of the project are expected at all levels concerning the overall readiness and increased capacities of relevant institutions for the innovative development and management of youth active inclusion measures, policy development in line with best EU practices, and effective use of related EU financial assistance.
